Pregnant Inmate Diversion Services

Program Overview

Kids Central works in collaboration with Lowell Correctional Institution and Munroe Regional Medical Center (MRMC) to divert children born to inmates from the formal child welfare system. Lowell identifies expecting inmates. Kids Central assists the mother to identify temporary or permanent caregivers available to safely care for the child during their incarceration. A Family Preservation Specialist meets with each inmate individually to discuss viable plans for her child after birth.  The potential  placements are discussed with inmates.  The Specialist contacts and screens the potential caregivers. Once an appropriate caregiver is identified, Munroe Regional Medical Center is notified of the approved caregiver. Upon delivery the  delivery, Munroe Regional Medical Center contacts the caregiver and coordinates the discharge date and time of the new baby.

Services

·  Permanency planning with expectant mothers and prison staff

·  Family Preservation Specialist acts as liaison between the mother
and potential caregivers whom the mother has identified.

·  Process explanation and available assistance education for caregivers.

·  Family Preservation Specialist acts as a liaison between the prison and hospital staff to ensure a seamless placement of the infant.

.  If the mother is unable to identify an appropriate caregiver, the Family Preservation Specialist utilizes the Family Finding processes to identify and locate potential relative caregivers.

.  Kids Central is not a child placing agency and this program was not established to assist those interested in adopting. Outcomes*

During Fiscal Year 2012-2013

  • 57 babies were successfully diverted
  • 12 babies were sheltered
  • 79 women served
  • 171 individualized consultations
  • Monthly visits to the prison
  • The Family Preservation Specialist spends 20 hours a week on the provision of diversion services to pregnant inmates.
