FLORIDA PCW-QIC DEMONSTRATION PROJECT
SEMI ANNUAL REPORT

The Florida Department of Children and Families (DCF) in collaboration with Kids

Central, Inc. proposed to establish and implement a demonstration project to identify

the impact of several promising privatization practices on child welfare related

outcomes and evaluate the impact of creating a shared vision for service provision

and outcomes with Case Management Agencies. This shared vision will be

implemented through an inclusive planning and contract negotiation process which

establishes clear performance expectations with appropriate shared risk and

performance incentives or disincentives. In addition, the project will review the effect

of revising quality assurance processes to closely tie with the newly developed

outcome expectations.
